I use Macromedia Homesite 5.0. The Homesite product used to be developed by Allaire but was taken over by Macromedia. As you might imagine, Macromedia boasts expanded features and increased quality in their 5.0 release. Now the editor is XHTML compliant and allows you to do similar page validation as with popular Macintosh editors of choice. Although not AMAZING, I'd say the editor is decent. Similiar to the much more popular "browser wars", "editor wars" are quietly capturing the attention of us IT hooligans. There is no clear winner, hence I'm always looking for a better editor.

The one I use is HTMLpad. It's kind of like BBedit, except for Windows. It gives you all the basic tags, it has wizards for tables and frames, etc. It has an easy to use interface too. It's not anything fancy, but it's a nice, small little program that gets the job done. You can download it here: HTMLpad 2.6

The best one I've found, with all the XML bells and whistles is HTML-Kit.

Download it here!

The link goes to download.com. I searched for 'html-kit' under 'downloads'.
